Global Partners & Associates believes that monitoring, evaluation and analysis is essential for the long-term success of any programme supporting democracy, governance and human rights.
Our approach makes evaluation a central feature of the strategic planning process, to ensure coherence and impact in all projects. Global Partners works closely with clients to develop a detailed understanding of the organisation, its objectives and the political environment in which it operates. We have developed a range of tools and indicators which are designed to take account of context, allow clients to frame the problems they are tackling and establish subject-specific measurements of effectiveness.
Evaluating media projects in Iraq for the Institute of War and Peace Reporting
Global Partners & Associates is working with the Institute of War and Peace Reporting (IWPR) on a two-year project to evaluate the quality and impact of four projects in Iraq - the Iraqi Rights TV Magazine Project, the Media Safety Legal Protection Project, the Iraq Media Development Project and the Iraqi Women's Democracy Initiative: Advocacy through Media - all funded by the US State Department. Global Partners is also working closely with IWPR to create a monitoring and evaluation process, which IWPR staff can use as a management tool for their projects.
Evaluation of the Political Parties Programme of International Institute for Democracy and International Assistance
Global Partners is evaluating the Political Parties Programme of the International Institute for Democracy and International Assistance (IDEA). The assessment will develop common principles, guidelines and policy advice for providing more effective assistance to political parties internationally, and help shape the organisation's future strategy. This assessment covers the headquarters in Stockholm, and country projects in Sudan, Ethiopia, Colombia, Peru and Ecuador, as well as partners in the USA. As part of the evaluation Global Partners is also conducting an analysis of international donor activity in this area of democracy assistance.
Evaluation of the Media and Elections Support Programme in Iraq for UNESCO
Global Partners was commissioned by UNESCO to conduct an evaluation of its Media and Elections Support Programme in Iraq. This was a year-long programme of support to media in the run up to the Iraqi elections. Analysing the broad categories of efficiency, effectiveness, relevance, impact and sustainability, the evaluation examined how effective the project was in promoting gradual awareness of human rights within the media community in Iraq. This project forms part of ongoing advice from Global Partners to UNESCO since 2005, including development of an evaluative framework and indicators to assess the effects of media development work on democracy and good governance, which was endorsed by the UNESCO Governing Council of 76 countries.
