GPA was established in 2005 by Andrew Puddephatt and Greg Power to promote effective good governance and effective democratic practice in countries around the world.

Greg Power, Director

Greg Power is a Director of Global Partners and Associates. He has worked in the promotion of democratic reform for over a decade and has specific expertise in parliamentary strengthening, democratic governance and public attitudes to the political process

He previously worked as special adviser in the UK government to Rt Hon Robin Cook MP, and then Rt Hon Peter Hain MP, between 2001 and 2005. He advised both Commons Leaders on parliamentary reform, constitutional change and the wider democratic agenda, working with the Prime Minister's Strategy Unit and Downing Street policy staff on these themes.

Greg also directed the Parliament and Government Programme at the Hansard Society, the UK's leading think tank on parliament and parliamentary reform, where he also ran their Commission on Parliamentary Accountability, and was head of Campaigns and Parliamentary Affairs at the constitutional reform organisation Charter88. For the last two years he held a visiting fellowship at the Department of Government at the London School of Economics.

Greg is a frequent commentator on constitutional reform and democracy in the UK. He has written for a variety of publications including the Guardian, Independent, Prospect and New Statesman as well as for a number of academic journals. He was the principal author of the Hansard Society Commission's report The Challenge for Parliament. His most recent publication is Personal Politics: Democracy, Participation and Collective Action published by the Carnegie Trust; other publications include Real Politics - The Wicked Issues: Constitutional change in Britain and South Africa; Representatives of the People: The role of the MP; and A Parliament with a Purpose (with Peter Riddell). He is currently writing a book on MPs' constituency work entitled, Pavement Politics: MPs, constituency casework and the future of political representation.

Andrew Puddephatt, Director

Andrew Puddephatt is a Director of Global Partners and Associates (GPA). He has worked to promote human rights for twenty years and has specific expertise in programme development and evaluation with a focus upon transparency, the role of media in society, and implementing human rights.

Andrew has led human rights organisations in the not-for-profit sector for more than fifteen years. He was Executive Director of ARTICLE 19, a pioneering organisation working on freedom of expression from 1999 to 2004; Director of Charter88, the UK's leading constitutional reform organization, between 1995 and 1999; and General Secretary of Liberty, the principal domestic human rights organisation in the UK, between 1989 and 1995. Andrew has played a leading role in securing a Bill of Rights for the UK and in January 2003 was awarded an OBE for services to human rights.

He is an expert representative of the Council of Europe, the EU and the Commonwealth Expert working groups on freedom of information and freedom of expression. Andrew holds several Board positions in the non-profit and public sector: he is Vice-Chair of Danish-based International Media Support, a Danish based NGO that provides emergency support to journalists in conflict areas; a trustee of the Sigrid Rausing Trust; chair of UK organization Coordinated Action Against Domestic Abuse; chair of the Audit Committee for the UK's Parliamentary Ombudsman; and he is on the board of the European Council for Foreign Relations.

Lisa Horner, Head of Research and Policy

Lisa Horner leads on Research and Policy at Global Partners & Associates, focusing on human rights, communications and political development. Lisa is currently coordinating the Freedom of Expression Project: a major international research and advocacy project which is examining and addressing the impact that digital communications are having on human rights. Funded by the Ford Foundation, the project is now into its third year, producing original research and convening expert workshops in the UK, Argentina, Kenya and Indonesia.

Lisa's expertise lies in governance and human rights from an international development perspective, and she has a particular interest in sub-Saharan Africa and international politics. Prior to working with GPA, Lisa worked for the international development organisation Oxfam where she led on a number of initiatives to raise awareness about development issues such as fair trade and the Millennium Development Goals. She also contributed background research for Oxfam's 2008 Poverty Report, From Poverty to Power. Lisa has also worked for the international charity Students Partnership Worldwide, running an HIV/AIDS awareness project in rural Tanzania and conducting research into sexual risk taking by young men in developing countries.

Lisa holds a MSc degree in Development Studies from the School of Oriental and African Studies and a BA degree in Geography from Oxford University. She speaks basic Kiswahili and French.

Rebecca Horsewell, Head of Evaluation and Analysis

Rebecca Horsewell runs the Evaluation and Analysis unit at Global Partners & Associates, which conducts evaluation work on a broad spectrum, from the strategic level to assessing projects on the ground. Rebecca is currently leading several projects, including three project evaluations in Iraq for the Institute of War and Peace Reporting funded by the US State Department over two years. She is also conducting a study for the Co-ordinated Development of Media and Democracy Indicators Project, which convenes a stakeholder group made up of UN agencies, donors and international NGOs with a declared interest in assessing the impact of their activities.

Rebecca's past projects at GPA include an Impact Assessment of International Media Support (IMS), which developed a set of general indicators based on the various programmes and activities of IMS; the Transparency and Accountability Project for the British Council, Latin America for which Rebecca wrote the project report on Freedom of Information legislation and practice in the UK; and a Transparency Benchmarking and Evaluation Report for Nirex.

Rebecca previously worked as a Research Fellow at Chatham House (The Royal Institute of International Affairs) leading the Non-state Actors Project which centred upon the involvement of civil society, business and other actors in international relation and as a management consultant for the European Group of Infosys Consulting.

Rebecca has an MA in International Relations from the University of Nottingham, and LLB from Nottingham. Originally from Denmark, Rebecca is bilingual English/Danish, speaks Swedish and Norwegian, good French, basic German and is currently trying to teach herself Arabic.

Niamh McClean, Business and Special Projects Manager

Niamh McClean coordinates business functions and projects at Global Partners & Associates, supporting directors, staff and associates to successfully deliver projects and solutions; respond to new business opportunities; manage business functions; and coordinate projects and special events.

Niamh has worked in project management for several years: for the London School of Economics and Political Science she managed an international high-level conference in Kigali, Rwanda September 2008, the 'Africa Climate Change Forum,' which examined the impact of climate change on development and human rights in Africa; at LSE she also developed a new project offering visiting fellowships to academics threatened in their home countries as part of the Scholars at Risk network; she coordinated a London-based refugee centre; and worked for several years in campaign and logistical management at Comic Relief, a UK-based fundraising charity. Niamh is a volunteer worker on the National Domestic Violence Helpline for Refuge.

Niamh holds an MA in the Theory and Practice of Human Rights from the Human Rights Centre at the University of Essex and a BA in Geography and Politics from University College Dublin; she speaks French and basic Spanish.

Alice Donald, Associate

Alice Donald is an independent consultant working in the fields of international and domestic human rights and the media, with a background in research, writing, editing, training and project management. With Global Partners & Associates, Alice has worked with UNESCO to develop a framework for assessing media development, and with the Human Rights and Social Justice Research Institute (HRSJ) at London Metropolitan University to examine the implementation of the Human Rights Act by public authorities in England, Scotland and Wales for the Equality and Human Rights Commission's Human Rights Inquiry.

Alice worked at the BBC World Service from 1991 to 2005: she was editor of the daily current affairs programme East Asia Today from 1999 to 2004 and joint executive editor of Who Runs Your World?, a global multi-media season on the BBC in 2005. Alice has worked in research and communications roles for a range of NGOs in the UK and the Philippines and sits on the Management Committee of the UK-based Indonesian human rights group, Tapol.

Alice graduated with distinction with an MSc in Human Rights from the London School of Economics.

Francesca Fanucci, Associate

Francesca Fanucci is a lawyer in International and EU Law, with a focus on human rights, transparency, freedom of expression and access to information. She has carried out research and developed policy for several major funders during her time as an associate at Global Partners & Associates. Francesca undertook a scoping study on freedom of expression in Cameroon for the British High Commission, funded by the UK Foreign & Commonwealth Office; a study on access to information in the UK for the Arab-European Human Rights Dialogue; a comparative analysis of official advertising legislation in Canada, Italy, Spain and UK for the Argentinean Civil Rights' Association (ADC); and wrote a paper on "The Role of Civil Society in Access to Information Adoption and Implementation" for the World Bank Institute's Media, Information and Governance Program.

Francesca previously worked for ARTICLE 19 in the Latin America Programme and for global and European public affairs consultancies in Brussels, London and New York. She has extensive background in research, writing, legal analysis, legal training and project management.

Francesca's working languages are English, Italian, French, Spanish and Portuguese.

Federica Prina, Associate

Federica Prina is a human rights specialist - particularly in Russia - and focuses on freedom of expression, access to information and minority protection. Since joining Global Partners & Associates, she has participated in a scoping study on freedom of expression in Cameroon for the British High Commission and developed a pilot project on minority rights in Russia for the British Embassy in Moscow. Before joining Global Partners & Associates, she worked for almost a decade for the Europe Programme of ARTICLE 19, the global campaign for free expression. As Programme Officer and subsequently Senior Programme Officer at ARTICLE 19 Federica managed several freedom of expression projects in Eastern Europe as well as writing analytical reports on law and practice in the region; she has closely collaborated with local organisations and trained local journalists and lawyers on international standards of freedom of expression and information. In 2001 she also worked as campaigner on the Former Yugoslavia for Amnesty International.

Federica has a LLM in International Human Rights Law from the Human Rights Centre at the University of Essex and a MA in International Studies and Diplomacy from the University of London's School of Oriental and African Studies. She is currently working on a PhD on minority protection in Russia in University College London's School of Slavonic and Eastern European Studies. Her working languages are English, French, Russian and Italian.

Kate Wilkinson, Associate

Kate Wilkinson is an independent advisor on communications, working predominantly with organisations involved in social and medical care, education and human rights. Kate works with Global Partners & Associates on communications and freedom of expression, particularly the Ford-funded freedom of expression project. For this projected she conducted focus group evaluations of project workshops and developed project communications and materials.

Kate began her career in the private sector developing marketing and technical communications. Moving into the charity sector 15 years ago, Kate's experience includes communications planning, consultation, focus group research, editorial consultancy and copywriting. Before becoming an independent consultant Kate spent two years with INCLUDE as communications manager, where she devised and implemented the charity's first communications strategy. Kate has edited and managed publications for the National Council for Voluntary Organisations, Liberty and the Civil Liberties Trust. Her clients have included the Multiple Sclerosis Society, National Rheumatoid Arthritis Society, Mencap and the Equal Opportunities Commission. Kate also chaired the Domestic Violence Intervention Project.
